Blame it on Nek Chand

If we have to find the source behind the "best out of waste" project handed out almost every year to students in school, it would be the Rock Garden at CHandigarh done by Nek Chand Saini. "If he can create a 18 acre park pull of artwork from waste, can't you make just one small thing?"
