Is it because sugar is cheaper or we have a sweet tooth

The percentage of cocoa on Amul Dark Chocolate is 55%. Where there are imported chocolates available with a higher percentage of cocoa, Indian chocolates usually don't have a very high percentage. I have not figured out if the low percentage of cocoa is to keep the cost of chocolate low or t keep it sweet enough for an average consumer.
